The purpose of this guide is to provide instructions on using the eCOE pages in MSIN as tools for recruitment. It is assumed that the reader is already proficient in eligibility concepts. In addition, it is also assumed that the reader is already familiar with the COE instructions in the California Identification and Recruitment Manual (I&R Manual). Whereas the I&R Manual covers specific details about what is needed (data types) and why (rationales), this guide focuses on how to use the features found in the eCOE pages.
